Cecil has definitely seen Homura talk about weapons on the network, and also talk directly to yao employees, so he'd invite her to come along. Whether she decides to or not, though.... IT'S SOMETHING TO DO and a distraction away from being miserable, if nothing else. Poor homuchan.

I don't know about Satou? They can always use more MAGIC PEOPLE to help with the fire, kill monsters, or keep yao employees away? So ANYTHING YOU WANT, basically. Cecil wouldn't invite her directly, but he'll probably blab it to everyone somehow anyway, or else there's probably SOMEONE else going that she could get the info from....
