this here is Colress of Pokémon fame, specifically from the video game. he's a researcher, whose main goal is to discover the true potential within Pokémon, his methods being a little... unorthodox. and by unorthodox, I mean by getting funding by a revived terrorist group that's basically seeking to destroy the world.

but yes! he's not only from post game, where he's spawned a bit of a change of heart, but also taken from another rp:
