Jae-Ha from the manga
Akatsuki no Yona. He's the
Ryokuryuu (or, Green Dragon), and carries the power of the dragon in his right leg, granting him the ability to jump to such an extent where it looks more like he can fly. His foot/leg has green scales with claws, but don't expect to ever see it. — That aside, he's a lover of all the ladies,
kind of a pervert, tenacious about freedom in every sense of the way, a pirate, while overall really is just one of those Good Guys. Also, he's from the end of chapter 93!
